From what I can gather, here are the superhero rogues gallery's that are being represented in Injustice as playable characters:

(Batman): Bane, Harley Quinn, Joker, Catwoman
(Superman): Lex Luthor, Doomsday, Solomon Grundy (arguable for Batman but he's already got enough)
(Shazam): Black Adam
(Teen Tians - Nightwing, Raven, Cyborg): Deathstroke
(Green Lantern): Sinestro

The last two characters have been rumored to be:

(Wonder Woman): Circe, Ares
(The Flash): Captain Cold

Which means:

(Green Arrow): None
(Hawkgirl): None
(Aquaman): None

So do you think there are certain vallains that should be representing the unrepresented and under-represented (or even over-represented) superheroes? Are there any gems within these different mythos that deserve a shot in Injustice or is the current selection strong enough?

You have Bane listed twice, and Solomon Grundy could go with Green lantern.

i'm still not entirily convinced that the of last 4 characters none of them are Black Manta and/or Ocean Master

Grundy isn't a Superman or Batman villain. He started out as Green Lantern's(Alan Scott) villain. He has since become a general villain of the DCU. Meaning, he appears in several people's franchises. Thus, his appearance in Arkham City leading those who aren't familiar with the character to label him a Batman villain.

Batman: Joker, Bane, and Harley
(Don't really count Catwoman as a villain, but that's my opinion)

Superman: Lex and Doomsday

Wonder Woman: Ares

Shazam: Black Adam

Green Lantern: Sinestro

Teen Titans: Deathstroke

Overall: Solomon Grundy, Killer Frost

Personally, one can make the argument that both Joker and Lex don't really apply to those franchises either, seeing as they are main DCU villains that appear as a threat to several different franchises. But for the sake of the topic...

I really object to the possible inclusion of Killer Frost because it most likely comes at the cost of Captain Cold. I really think that not including any Flash Rogues would be a mistake.
