I just asked Crow about this, and here is his answer in my own words.

tgrant picked up this idea from the B/I game being played in TMK (Total-MK imported this game to his site's forums from MKO, and played it a little differently here). Each time a person gives a character his/her seventh boot vote (provided he/she does not receive his/her seventh immune vote before that vote within the same round), that person gets one Dragon Point. I believe each person is limited to one Dragon Point per game.

IMO they should be given at the end of the round, in case someone edits their vote...
