1. Sheeva
Totally should be counted, and is IMO the most interesting character. I think she could come as a Shokan on the Edenians side now that the rest are with Goro, given her previous relationship with Sindel. I dunno... I think she is a really good character with a lot of potential, and one of the most fun characters to use IMO.
2. Tanya
Another potentially awesome character. As XD said, she has no redeeming qualities, and I would actually like to see her MKD ending come true, with her having the Kamidogu and coming like a boss character, but with the "spirit" of the Kamidogu within her giving her more strength. She has a lot of potential, and also a lot of fun to use.
3. Ashrah
I like the way her story is going with the Kriss possessing her as opposed to liberating her. It would be interesting seeing how her story developed. Her character came in MKD as a breath of fresh air, IMO, among the other... more revealing characters. She is fun to use as well, and I love her whole concept of the redeeming demon.
4. Sindel
I like her mainly for her MK3 appearance. She was the only character, along with Sheeva, Noob and Jade, who I would use in that game. She was really fun to use. Her MKD and MKA appearances have been disappointing, but thankfully her story has been alright. A good ending in MKD too.
5. Jade
Fun to use in MK3, pretty good in MKD too. MKA really bored me because of the loss of Kuo Shou and no more ultra cool fatalities, plus no character development whatsoever. Come out of Kitanas shadow - you have so much potential woman!

A bit boring, but still, she was awesome in her day. Best character of MK 1 by far, and very fun to use in that game. MK3 she was also pretty good, and again awesome in MK4. In DA she was the best character I would say, and yeh... she has been consistently fun to use. Actresses who played her are hot too. Too bad her story is a little stale :/

Fun in MKDA and MKD, but MKA I didnt use her more than 3 or 4 times. She just lost appeal... dunno why. Her story is interesting I guess, and her MKD ending was pretty good. I like her character, but something about her is just not right. Might just be the really, really chatty face. Dunno...

Read Sonya's thingy, except she is not that fun to use in MKDA. Lacks originality too. However, she was just totally awsome in MK2.
9. Mileena
Like Kitana, awsome in MK2. Her 3D appearances have been underwhelming, but her storyline has been mildly interesting I guess. She marks the end of the female characters who I like.
10. Kira
Not a big fan. She was alright to use in MKA, but MKD was horrible, and her story is average at best IMO. She has potential, the most in that clan of hers, but needs development. Or killing and other ppl develop instead - either way is good.
11. Frost
Fun to use in MKDA, crappy in her other games, shallow storyline, ugly character model, cheap immitation of Subby. Only thing she got is that she is fun to use in MKDA.
12. Nitara
I like the concept, but thats about as far as my liking goes I guess. Her storyline could be good, and I think it was actually starting to be until MKA like stopped or whatever. Boring to use in-game, like, very boring. Don't like her look either.
13. Khameleon
Unoriginal, uninspired, un-fun. Never used her, but all I know is she is a copy of the other femme ninjas. Even her colour, grey, is bland. At least her storyline is semi-okay.

The only female character I would say I dont like. Her storyline is... overrated I guess. People say it is one of the best, but I dont find it appealing at all. She is overly good in MKA apparently, but I find her rigid and slow. Her face is retarded too. Something about her is just not... good. Dunno tho. Her knives are fun to abuse tho, I guess..
