Well, thats not entirley true.
Whether you post under the same IP is dependant on your conection to the internet. Dialup dynamically changes IPs everytime you connect.
Some cable and DSL setups get new IPs if you power cycle the modems.
If you have a static IP, or a router you never reset, it would stay same IP...
