What I like:
The pose Rain is in.
The thunder effects.
You should give credit to the people you rip your backgrounds from or something. Especially if you're going to use it in "your picture."

Yes I agree, those are the best part of the pic.
I would have tried to work a little on Motaro position. It looks like the thunder doesn't affect him, maybe some smoke and an edit on Motaro's face in pain.

Maybe it doesn't harm him. I like it. But blacksaiabot is right about giving ppl credit for their work.

It doesn't "feel" right.
Don't ask me what this means.

Great idea. I really like it.
Here's a tip. For the lightning on Rain, instead of just a big light ball by his hands use dodge or a light color and actually brighten way up the parts of Rain that would be hit by the light (face, chest, front parts etc.). Then of course darken or burn the reverse side (uhh... back parts
). That would add a lot more instead of the big light ball. Then take that effect and apply it to the shadows on the ground.
Personally I think trying to use new locals for a background is a great idea. As mentioned before, work on blending them better. Unfortunately I can offer little help at this time. The only thing I could think of was add a street light or something similar. The city backdrop is very dark. Give us a reason why the foreground characters are lit up so much. (Other than the lightning of course
) Add some shadows at far edges.
That was awefully rambling, I hope it helps.
