Chris Cassamassa should always reprise the Scorpion role. From what we see of his face, he's god a good facial structure, if that counts for anything.

Kano should not return in any MK movie, ever - Trevor Goddard played him PERFECTLY, and having him come back would cheapen a great performance by a dearly departed actor.

I liked Lynn Red Williams as Jax - he was one of the few good thigns about MKA.

Robin Shou, Talisa Soto, Bridgette Wilson, Linden Ashby, C.H.Tagawa and Christopher Lambert should reprise their original roles as Kang, Kitana, Sonya, Cage, Tsung, and Raiden. They did well. (esp.Lambert)

Quan Chi and Shao Kahn should be played by their respective actors in MK Conquest. Again, very good performances.

I can't think of any big-name actors who would particularly suit any parts, apart from having Christopher Walken as Shinnok. That man would make a wussy Elder God something to be feared.
