If they can afford Jet Li go for it!

Donnie Yen, Mark Dacascas, or Rick Yune. I would be leaning more towards Rick Yune because he has the deep voice, and he has the perfect face for the Kung Lao character.

Damn, I forgot about Rick Yune. He'd be pretty good, too.
Also, I didn't think Ong Bak was too impressive.

I'm not too sure about Rick Yune. One, he's a tall dude. 6'3" I think. Too tall for Kung Lao. And second, he doesn't have that look and he has more of a Taekwando feel than a Shaolin feel.
Donnie Yen? Ummmmmmmm.... how can I say this? HELL YEAH! It'd been cool to see him do his trademark "Triple Kick" and possibly use the hat in a form in a training scene.
Mark Dacascas? That wouldn't be a bad idea to be honest. I love his movements and think he'd be a good Lao.
But lemmie throw out Collin Chou as another choice. He was the main badguy in Jet Li's Bodyguard From Beijing and of "Seraph" in The Matrix Reloaded/Revolutions.

I forgot about Seraph. I think he would be an excellent Kung Lao also.
