does liu kng really have 7 spirits of dragon power and that's why he is powerful

but i read somewhere he has dragon spirit and if i am wrong then what kind of power he has in movie,game or comic

Well his fireballs are shaped like dragons, his flying kick move is called the "Dragon Kick", and he turns into a dragon.
The reason for that, reality-wise, is because he's an homage to Bruce Lee, specifically his character from the movie "Enter the Dragon", and because he was the main character/series mascot in the 2D days and the serpent-like wingless dragon is the MK logo.
In-story, they've never really explained it, but the best guess is this:
We know that the MK logo is the logo of the tournament because it is the symbol of Elder Gods and their religion, because it's what their true forms look like.
So Liu's powers might look like his gods presumably because he's such a religious, spiritual character, OR because as the Champion of Mortal Kombat, he has access to some kind of special power, OR because he is "the chosen one" like in the movie and he has the Elder Gods' blessing in some way.

Annihilation and the Defenders of the Realm aren't canon, so it would be unwise to drag those into the discussion.
Razor got a good point of view of how/why Liu Kang has these powers, but none has been officially confirmed.
