Interestingly, the Raiden art in the article looks a bit different from the Raiden on the cover. His shoulder armor is more detailed, with a gold edge and studs, and his white robe has a black seam with gold buckles in the middle instead of merely being folded over to form a V neck.
And Shao Kahn...well he's cut off near the middle, so I can't make out much more than his arm and the top half of one leg, but it's definitely a little different from what he usually wears. I mean he's still clearly got a horned skull helmet and two leather belts crossing his chest in an X, but he seems to have red pants on with black scale-mail armor hanging over his hip, and the design of his spiked pads on his wrist and shoulder look a little...I'm not sure how to describe it, Hotaru-esque? Instead of the usual samurai style.

Of course it's concept art. I can tell when something is paint and when it's a render. But it's painted in the same style as the concept art shown in the EGM article, and all six of those were exactly accurate to the models in the game (except for the extra ribbons hanging off Sub-Zero), so I don't see why NR studios would then give THIS magazine rejected designs.
Especially since the art of Raiden is exactly the same as the render we've seen but with MORE details, suggesting the Raiden in the trailer and on the cover is just plain unfinished and this is more how the final version will end up looking.

Sorry, I was just pointing it out to people who haven't seen the scans.
