Sareena, Kia, and Jataaka

I guess it is true, Sareena definitely needs more screentime. People like Kira and Kobra, yeah they didn't contribute much to the storyline.
Personally, everyone who was introduced from Mortal Kombat 4, Deadly Alliance, and Deception need bigger storylines and more screentime.

Kia and Jataaka can be DLC?

In general:
Sareena - Yes
Kia and Jataaka - No
i think Sareena is very developed for a 'minor' character. She has ties to many characters and many eras of the story, and could be fitted in just about anywhere quite easil. I would like to see her in MK9 and future MK games.
Kia and Jataaka dont ahve the development Sarrena does. Although that doesnt rule them out straight away, I just dont see what can be done that will be new. If they blindly follow Quan Chi, then they are jsut another set of henchmen (or henchwomen) and we have enough of them already. If they try and reddem themselves then theyre following the Ashrah root so whats the point when Ashrah is doing it already. The only other things are for them to embrace their demonic side, which wouldnt be all that interesting a reason to introduce them, or to be like Sareena, struggling with her two forms, being somewhat of a love interest, and being mind-fucked by Quan Chi, which again, I dont see the point in since thats Sareena's thing.
If they were to ever make a game however, I think a tag-team idea like Noob-Smoke in Deception might work, that way theyre not ruining two spots. Also a tag-team boss battle in side-games or story modes would be another good idea.

This fatality of Jataaka's that someone came up with would be a good fatality if she were playable, too...

Maybe storywise if this game reflects some of MK Mythologies story which envolves Quan Chi, Sub Zero, and Sareena then they very well could have these characters as additional fighters and work a little on their character. Jataaka's moves/design seemed pretty unique in MK Mythologies, and I'm sure something can be added to each just like they could do any other character. They even reappeared in other games as cameos and even used in battles like in MKA. This would be an easy-way-out tactic to add new characters, since they already have some role. Something tells me regardless that Quan Chi and Sareena will play a major role in this game.

There may not be any importance to Kia and Jataaka since they are just henchmen, but that doesn't mean they can't have their own backstory.
Kia and Jataaka were given hardly any storyline other than being Quan Chi's henchmen. Why not give them a story?
Good ideas.
As the OP stated, this MK needs more female fighters. I really liked Jataaka's look.

It would be kinda interesting to see how Quan Chi picks what demons to be his hench-whores. Like what did they do before he came along, what he looks for in a servant, etc.
I dunno that that's enough to go on to justify turning Kia and Jataaka into full playable characters, though.
You have to remember, this series has 64 god damned characters already. We could go the rest of human history without adding a single new character to the franchise EVER and STILL probably not have developed everybody who's already been playable properly. So why dick around with these two when guys like Kai and Fujin deserve the attention more?
