IMO, just a hunch, I think a lot of the effort for Shinnok went into his look and his role in the story. I think they really want to set him up to be this really menacing force to be reckoned with. I mean, think about it, he and Quan Chi are the schemers of the franchise so it's not surprising Shinnok isn't that big of a heavy hitter.

If they are going to cheap out on Alts for them. I wonder what else they won't bother with.
