Liu being the final boss just seems like a natural progression after MK9, with this darker Kitana as like his Champion and a conflicted Kung Lao by his side. Some kind of good guy civil war breaking out with Liu, Kitana and Lao on one side and Raiden, Sonya and Cage on the other.

That would be pretty fucking epic and fit alongside the Outworld Civil War that's also going on in the span of the 25 years. An invasion attempt and two civil wars sounds epic as fuck.
Liu's drunk with power, Kitana's receeded into the darkest parts of her assassin past, Kung Lao is struggling with his death, his loyalty to Liu and his sense of morals while Raiden's been corrupted by the Kamidogu unbeknownst to Cage and Sonya. Cage's ego has exploded after his time in Seido - he can play the peaceful negotiator but he's really taking that Champion title to heart and Sonya, poor Sonya's just trying to keep the peace wondering how her life ended up being occupied by so many sideshow freaks.
