I main Mileena and she has retarded easy combos so she seems very capable
As for balance i mean a large number of viable characters, many fighting games have huge rosters but maybe only 20% are viable characters. This game seems to have a very large number in terms of characters that are capable of competing, i'd say near 75% of the cast at this point are capable of competing at the highest level. Baraka, Sheeva, seem to be the most hindered/less viable characters, but even they aren't useless like some games bottom tiers are.

Mileena's combos are easy to do but they're high risk. She's very very punishable.

Baraka need's a serious speed boost on his blade spark special. Both the start up and recovery animations are painfully slow

bosses having 52% x-rays is the most infuriating thing of all.
anywho, I think this game seems to be like soul calibur 2 in a lot of sences, which is have about:
5-6 top/high tiers,
everyone else mid tier,
2-3 low tiers.

Given that there are characters that are spammable, but that Block button does wonders against them.

Why the hell are some of you people bringing up bosses? They have NOTHING AT ALL to do with the balancing of the games characters.
Personally I think Raidens push and Kung Lao's hat throws could use a couple more frames, maybe Strykers guns as well.

i would say that baraka is certainly a low-tier character. anybody using just about any other character can pretty much destroy him.
my personal tier-list:
HIGH:
- raiden
- ermac
- kung lao
- nightwolf
- smoke
- noob? easily spammable.
LOW:
- baraka
- cyber-sub
- quan chi
- sheeva

Reptile is not OP.. his combos are difficult.. Pulling off a 45% Njp combo is difficult.
Ermac by far has the easiest high damage combos in the game. Kung is tough because his hat spin is not so easy to punish off block.
Bak to reptile he also has a very slow dash speed. and the force balls are slow and take time to get off. Have not seen a lot of smoke other than turtle spamming so IDK.

lol melee is balanced amongst the7 top tiers, but overall melee is really unbalanced, when 19 characters are at huge disadvantages against said 7 characters.
MK9 still needs time to develope, but so far doesn't seem to lend itself to being broken. Definatly no Hilde from SC4 yet.

Online is not a basis to judge whether a character is balanced or not, its offline tournaments that matter like evo. Online adds the varible of lag and better connection making some characters better/worse. Smoke will seem broken online because the lag from being able to block, makes his teleport punch seem cheap/broken. Offline smoke may not be as good because blocking on reaction becomes possible.
Online means nothing, its about offline play that i am concerned with.

Playing as Quan Chi online, I'm 18-1 vs. Kung Lao and 23-3 vs. Raiden.
Offline, I have never lost to a Raiden player as Mileena (over 30 matches). Most of these opponents are pretty good with Kung/Raiden. They are not overpowered. They have plenty of exploits, and are punishable if you are solid with your character.
My next challenge is to make a beast out of Baraka, this games current punching bag.
Honestly, I'm surprised by how viable each character I've played as is so far.
Don't pay any attention to tier lists, or broken/nerfed/overpowered debates. Pick a fighter, learn them inside and out, and you will kick ass.

When you compare him to the rest of the cast and think of matchups, he definitely is. His best attacks are of the defensive variety (Blade Spin and Chop Chop being anti-airs), his projectile is painfully slow, no teleport, poor damage output, the list of indictments go on with Baraka..

Agree 100% Bosses, if anything, SHOULD be over-powered.
Agree 200% with Raiden's push coming out way too fast. Lao's spin actually worse than his hat to me.
Overall though this game is very balanced and it will hopefully only get better.

On the whole compared to other fighting games yes it is relatively balanced but that does not mean it is the most balanced game there is.
They have done a good job considering the amount of chracters in the game.
