This is how I got 100% with Scorpion:
On the GBA version only:

I did his speer, and then after the oponent came to me I just kept kicking him until the life bar went out. And at the end it said "24 hits, 100%."
It is pretty hard to get 100% percent on it though, and I'v only done it twice.

You can usuall get 20 to 50% easily depending if the oponent blocks or not.

So how did you get a 100% damage? There isn't a move or enough botton combos to deliver a 100% damage. And even if you did get a 100% damage how much of the opponent's life bar was left? 100% damage will not kill a character, all characters have more than a 100 points of life (numerically speaking)...
