How to fight Smoke in MK2?

I just got midway arcade treasures 2 and played MK2. on PS2

Whenever Dan Forden's head appears in the portal stage I press down + start but it doesn't work and the game settings appears instead. What's the right way to fight him on midway arcade treasure version?

The right way is to play MAT2 on PC with a patch correcting the bug with START button assignment (and some others as well). Unfortunately, there's no such a patch on PS2, therefore you can't fight Smoke as you saw for yourself.

really...no it must be block cause on sega its starts block so i figure its down and block(i wouldnt know i can never get a toasty on that stage)

You gotta uppercut your opponent first, in order to make Dan Forden appear in the corner of the screen. Then you have to quickly press Down+START. And by START I mean the button that activates your player's credit.
