The Smoke and Kung Lao bios are not present in the MK3 arcade port, neither are the hidden characters from UMK3.

I suspect those are very cleverly put together fakes, based in part on graphics from other ports in Kung Lao's case or on palette-swaps in Smoke's case, as well as the actual wording present from the bios as they can be seen in instruction manuals and so forth.
Further evidence that the lettering has been faked is that the words shown in Kung Lao's bio on Kamidogu are sometimes wider than the game would actually display them if they were really there. If you pay close attention and compare with other bios, you'll see as 2 examples the words "COME" and "INVASION" from Kung Lao's bio that don't quite match up with how they appear in Sub-Zero's and Kabal's bios. Similarly, the word "MACHINE" is not represented the same way in Smoke's bio and Sub-Zero's bio. Therefore, the bios you're seeing on Kamidogu - while good - cannot be real.
