Straight from the Annals of Mortal Kombat:
Shokan - Subterranean inhabitants of Outworld, whose natural enemies were the Centaurs. Possessing four arms, they often had aspects of other species in their physical make-up e.g. Goro was half-man, half-dragon. After Shinnok's defeat, the Shokan signed a treaty with the Centaurs to ensure peace in Edenia.
Kintaro - A half-man, half-tiger, he was a member of Outworld's Shokan race. With Goro missing after his defeat by Liu Kang, Kintaro stepped up to take his place as Supreme Ruler of Shao Kahn's armies. Stronger and more agile than his predecessor, Kintaro was enraged by Goro's defeat. He vowed to take revenge on the Earth warriors responsible. He was part of an Outworld incursion into Earth Realm, led by Shang Tsung, where he fought Jax in hand-to-hand kombat. The mission failed, but theEarth Realm warriors folowed the sorcerer and his outfit back to Outworld. Kintaro was subsequently defeated in the Outworld tournament and lost his position as General. Kahn appeared to lose faith in the Shokan warriors, giving their power to the Shokan's natural enemies, the Centaurs, during his invasion of Earth.
Seems pretty definitive, doesn't it? Kintaro is a Shokan, plain and simple.
