So far the most evil character seems to be Quan Chi. He has betrayed deities, masters, allies, etc. Shang Tsung may enslave souls for youth and power, but Quan Chi tortures them for fun. Shinnok may have lead the attack against the gods, but Quan Chi tricked him and stole the source of his powers. Shao Khan may have been the cruel emperor of Outworld, tortured millions if not billions, but in the end he was taken down by the trechery that is Quan Chi. True he did this with the help of Shang Tsung, but Quan Chi already had plans to betray his ally. (Insert Evil Laughter)
