Old Sub was not evil. He was clearly conflicted in MKM. Mileena maybe. Quan Chi? Kahn? So many...

Baraka's my fav. He's got that classic indescriminate killing mood that makes him uber evil.

Baraka almost seems mentally insane and thus, not even truly evil.

I would have to say Shinnok is the most evil, the dude invaded Heaven and killed off a few gods - no one else has done that. Then you've got Quan Chi, Shang Tsung, and Shao Kahn... and Kano is possibly worse than all of them.

I think Shang, the man goes literly over corpses to get what he wants, and what he want, is everything :).

I would say Shang Tsung, like CorezZ said he practically takes whatever he wants, stealing souls and all that. Shoa Kahn comes in a close second he wiped out Reptile's race and captured Nitars race, he sent Extermination Squads to kill every last human on earth.

I'd say either Quan Chi or Shao Kahn, or maybe Shinnok, because I get the feeling that they just thrive off death and misery and destruction, while Shang Tsung mostly just steals souls to retain his youth. Something must also be said for Kano, though, since he was the first earth warrior to side with the forces of evil.

Shao Kahn definitely... he broke the rules of mortal kombat and invaded earth... claimed the souls of the human race then sent out extermination squads to kill off the chosen warriors. It doesn't get much worse then all of that.

He is just pure evil.

Shao Kahn is far more diabolical then everyone. The guy is just Absolute Evil. And he was the only one who actually did a real invasion.
He knew the repercussions of his actions and took the risk anyway. This shows that he is more fearless than the other villains. He took the Earth of all human life stripping the souls of 6 billion people. And sending his Extermination Squads to wipe out all the other mortals.
He was the closest to being the ruler supreme of all reality than any other being attempting Conquest. He would have had higher authority over the Elder Gods. Had Sheeva not left Sindel unprotected, enabling Kitana to get her mother to gain her memory and betray Kahn. This betrayal made Kahn unable to Continue his Invasion because Sindel was the Key to his Success of Conquering Earth. This allowed the Earth warriors to defeat and drive him back to Outworld.

Shang Tsung is no where near evil. He is just cunning and deceitful.

Shinnok and Quan Chi are straight up evil. Shinnok actually had his Army attack Edenia and Heaven all at once. He killed Sindel and slew a few Gods. Quan Chi is one sneaky Bastard. He took the Amulet and defied his master

Shao Kahn's probably the the worst, with all of his armies invading Earth and killing so many people. Another could be the Lin Kuei grandmaster (the former), who wanted to de-humanize all of his warriors and make them mindless machines, despite what they wanted to do. Drahmin's probably really evil, based on the fact that he become an Oni after being sent to the Netherealm, and only the worst of the worst can become one.
