i don't think the ropes were specific only to the Red Dragons, but the weapon its self. Since it was said that Kabal was a member and he uses the same weapon Mavado does the Hook Swords.

The hookswords are a common weapon. It was indeed refering to the cat claw like ropes that Movado uses.
