Maybe they included the MMA fighter in the background because of klose kombat, because that was the first thing that popped into my mind when I heard about Klose Kombat....Free Fighting.

They're presumably there for a bit of detail, clarification, and scale.
It's not like there haven't been silhouettes on concept art before.
For a bit of detail, or by accident, parts of the guys and their shorts are still visible.

Well, that's why DC is there and why Midway wants them there. Should be interesting to see more, Midway's renders+DC's knowledge of the DC stages are turning out interesting thus far.
I have looked at both full scale, I like Metropolis better. Netherrealm almost looks "conceptish" which isn't a bad thing IMO, Metropolis looks in game though.
