Whose to say this is the Dragon King's prison? I still find it hard to believe Fujin was captured so easily. Raiden must be dead if he was captured that easily. He's a freaking GOD. If Dragon King is that powerful, Sub-Zero and the rest are SCREWED. Anyways, I wouldn't be so quick to assume this is really Dragon King's prison. Though it is likely. Someone said he couldn't have time to go to earth, we're not even sure how much time has passed since DA. They say directly after, but sometimes "directly" after is 6 months or so. He had time to do it himself or send someone to get them. Just a thought.

But the thing is, if it wasnt the DK who captured them, then who did? I think its pretty obvious it is the DK who captured everyone, unless there is something we dont know about.

Someone get Fujin a bail bondsman. It would be sweet if he is a hidden character in the game.
