and kitana was in the game thats why. that was kitanas stage. you have quans throne looking chair and skull shown in the trailer, and the widows, and quan chis fortress. that it quan chi's stage unlike the shokan place, which has nothing to do with goro.

The story of Kuatan Palace says:

Matters of great importance to the Shokan race are brought before the Pillars of Ancient Heroes in Goro's throne room.
