Before I start, yes, I do realize that there is another thread that serves the same purpose as this will. But all the other threads so far do not have any organization, whatsoever. Because of this, I will remedy those problems, and deem this thread the Official PS2 MKD Tournament for US thread. Also, I am basing the rules on the Evolution 2004 rules a bit.
Time:
The day and time for the Tournament will be on Saturday, October 9th, 2004 at 2:00PM EST. This set time will give people the time to practice with the game to a point where they will feel comfortable competing in a beginner Tournament, at least.
Terms (Taken from the Evo 2004 Rule Page):
Bracket: A flow chart indicating who should play whom at any point in the Tournament. The completely deterministic nature of a Bracket ensures fair play.
Match: A pairing between two people in the bracket. The two people play each other until a winner is determined. For example, the final Match in the Tournament determines who gets 1st and who gets 2nd. A Match is 2 out of 3 games.
Game: A Game is just what you think it is... a single game between 2 players. For example, a Game in Super Turbo is over when someone wins 2 out of 3 rounds. A Game of Capcom vs SNK 2 is over when one player loses his last character. Make sure you understand the difference between a Match and a Game.
The Director: The person ultimately responsible for running the whole tournament.
Judge: The Director has a lot of people helping him. These people usually watch over Matches and help to resolve conflicts. Thus, those people are called Judges. They are tournament officials. While they can help to resolve conflicts, the Director is the ultimate authority in making sure the rules are enforced.
In this case, I am the Director. Judges will be appointed soon. They will be announced when the number of them and the people who are going to fill those numbers are decided.
Tournament Format:
The Tournament will be a bracket Tournament.
Registration/Sign Up:
The requirements that must be satisfied before signing up are:
1. You own a PS2 version of Mortal Kombat: Deception.
2. You are living in the United States or Canada (This is because of Tournament date issues. If you happen to have MKD at October 5th and are not living in the States, PM me and I will arrange something).
3. You have the Network Adapter (By the deadline date, October 5th, 2004).
4. This is optional, but it is highly encouraged that you buy a USB Headset and a USB Keyboard, so as to better communicate with Judges and Opponents.
To sign up, send me a Personal Message, and I will add you to the list of participants. I will recieve all sign up applications until October 5th, 2004, when the game is released in stores nationwide. Do NOT post in here and ask me to sign you up, because you will be ignored. PM is the only way to sign up. I do not want to scroll all over the place, looking for names.
Here is a sample "form" of the signup PM. This is how your PMs should look before when submitting it:

Body: MKO Username (MKD Online Username)
Character You Will Be Playing As.]
That's it. Simple.
Match Play:
-Sides
1p and 2p sides will be determined by a Judge beforehand. When the final bracket is shown, it will also show who gets 1p side and who gets 2p side. I am not sure yet, but in the game, 1p might be the individual who issues a challenge to another online, so this is how placing will be determined. Whoever is 1p on the brackets will issue the challenge to the 2p opponent.
-Characters
Whatever character you choose the first time will stay as your character for the whole tournament. When signing up, you must state which character you will be playing as in the Tournament. If you do not state the character you will be playing as, your signup PM will be ignored. You are allowed to change your mind until the deadline (October 5th, 2004). After that, everything stays. Also, Random Select is not allowed. Failure to comply with sticking to one character will result in disqualification, and your opponent will take the bracket. If both participants get disqualified, the loser of the previous Match will take the bracket. Shujinko is not allowed.
-Stage Selection
Stage Selection is random. If a random feature is not accessible, a Judge will decide the stage.
-Game Rules
Matches are 2 out of 3.
Set time is 60 seconds.
Guard damage is On.
If a health alteration feature is in, health will be set to 100%
Death Trap options are set to Default.
Guard Breaker limit is set to Default (3).
Playing The Match:
The Match is over when the player wins the required number of games.
If someone has won the required number of games, the winner of the Match should report the result to the Judge.
Stopping a Game in progress to attend to outside matters is strictly regulated. A player has a total of 2 minutes (120 seconds) to attend to any outside matters. After 2 minutes, if the player has not returned, the opponent wins by default and takes the bracket. A player can only stop the game once.
If you disconnect from a game, under any circumstances, you will be disqualified.
Infinites are not allowed. If an infinite is used, report to the Judge after the Match is over. Do not disconnect from a game, or else you will be disqualified.
Finals:
The final Match to determine winner and runner up will be 3 out of 5 Games. Every other game rule still applies.
Prize:
The winner will recieve a custom sig showing his/her Username, Character, and Status as the winner of the Tournament.
Rule Enforcement:
Every participant starts off the Tournament with a clean slate.
Judges must report each rule violation to the Director immediately.
The Director will decide the course of action (Most likely disqualification, unless a special reason comes up) from there on.

Also, I have noticed that several PS2 owners are not online yet, because they do not know how to set up their PS2. Here is a quick summary of the process...
1. Buy the Network Adapter at your local electronics store for $40.00 US.
2. By reading the instructions provided, hook up your Network Adapter to your PS2 console.
3. Turn off your modem, and take out the end of your ethernet cable that is hooked to your PC. Hook it into the back of your PS2 console, and turn the modem on.
If you have a router, turn off your modem and router, then go and buy 2 Ethernet Cables ($5.00 to $13.00 US), and hook them to your router. The ethernet cable hooked to your modem should have the other end connected to the slot that is labeled "Internet" on your router. The other ethernet cable is put into the slot that is labeled "Ethernet 1"; the other end is hooked to your PC. The last one is put into the slot labeled "Ethernet 2"; the other end is hooked to your PS2. Turn on your modem and router. Routers allow you to be online with your PS2 and your PC at the same time.
4. Put in the Disc provided and follow the on-screen instructions in setting your PS2 up online.
5. Soon, you will be online-enabled, provided everything goes smoothly and as planned.

The only problem I have with it is this...why do I have to choose who I will play now? I may go random select for all I know. I want to have the option to pick whoever I want at any given match...er game lol

The deal with not being able to change your character is not new to tournies. Its the same deal with most all fighters. Remember in vs mode...winner doesnt get to change their characters either? You can ideally pick a counter character against every opponent and give yourself an unfair advantage. You gotta commit. Its also a test of your ability to choose the right character that can make it all the way. After several tournies you will realize similar characters winning...thus tiers start to be made...the community benefits...its just a way better approach than allowing to select however.
The tourny starts real early after release. In order for this to happen we need to organize ahead of time, like now.

I understand what you are saying, but the tournament is so soon after MKD's release that there really won't be much info on who is better than who so early...I totally agree with that rule, but less than a week after release?

i only have 2 problems..
1~ the no shujinko rule.
i kinda understand this, but what if he has default special moves?? at this moment he has the 3 fighting styles that i am skilled at.. kung lao was the only character that i masterd in mkda, i know the styles well.. so what im asking is, if he has his OWN special moves, then will he be acceptable???
2nd~im not sure who i want to be yet. the game comes out on the 5th, y not have a due date of oct 6th.. give every 1 a day to know who they want to play as?
3rd~if it must be in by the 5th, is 11:59pm ok??
