Gameplay wise Superman and Scorpion. I'd say Shang if he had morph's but yea not happening.

Story wise Shang Tsung, you know he's gonna plan some great scheme and team up with some DC powerhouses.

I agree with what he said, and in regards to Shang Tsung and the plot of this game, I would not be suprised to see him work together with the Joker for a brief amount of time.
