According to common sense none of these characters would ever be in a game again, let alone as super secrets to the biggest title of the series.

Or Someone new.

All the above characters have a place in this action packed story. Wasting a spot on Fujin, Stryker or Kai, would be pointless. The bove people are tied into the story they have the best chance yet.
