He was top tiered in MKD, and if you meant in terms of storyline, Dairou was a Seidan Guard and now a mercenary - I assume he can fight.

I personally think Kobra and Hsu Hao were the worst to be made.

after playing MKA I came to the conclusion that no characters sucks in the MK world... not even Mokap

Meat, Mokap, Tanya, Mavado, Hsu Hao, Moloch, and Motaro are all worthless.

And let us not forget Chameleon. What was the point in choosing him over Khameleon? Did they just get lazy?

No, it was to please fanboys. Actually, I think it was just a case of "OMG FLAMING SEXISM". I'm sorry, that's the only reason I can think of.

My least favorites:
Chameleon: Okay, I could bitch about how Khameleon deserved the spot or how he never had any relevance to the plot, but I'll just point out another reason he sucks: He's a fucking copy ninja. Seriously, I hated how in MKT, there were 7 characters who looked exactly alike. Sure the females w/Khameleon and the three robots were bad, but seven male ninjas?

Then, in MK4, I game I otherwise detest, they cut back. Scorpion and Sub-Zero were the only ones with a ninja primary, and it gladdens me that even though Reptile's primary sucked, he was unique looking.

And then, in MKDA, it was even better. Scorpion was the only one with a ninja primary. Reptile looked better, and was still not a ninja. And even though Subbie had a ninja alt, it was still bearable, because it was distinct.

We regressed in MKD a little. Sure, Subbie, Ermac, Scorpion, and Noob all looked distinct, but none of them looked un-ninja enough in their primary costumes. Hell, aside from Subbie's, none of them looked un-ninja in their alts.

And here we are, full circle. Scorpion has a UMK3 throwback costume as his primary (Even though his DA and D looks were better), Sub-Zero has his MKDA Ninja and his MKD Shredder costumes, Reptile has his MKSM ninja costume as a primary, Ermac looks the same as in MKD, so does Noob. And Rain is back, after a ten year absence, still ninja. Sure, he's somewhat distinct, but still ninja.

And now, Chameleon is back. And he sucks. Wow, he's just a random mishmash of elements from Ermac's, Sub-Zero's, and Reptile's costumes. Wow, he has no original moves of his own. Wow, I found I hated him even more after getting his ending than I did before.

Close runners up are Hsu Hao and Rain.

You don't even have to go to the 'Joke Characters' for the worse MK characters ever made.
So excluding MoKap, Meat and Dairou (What... You mean he is a serious character? oshi...)

Hsu Hao. Now, I quite like him in the game (Sun-Moon Blades rule) but his character was limited. (Possibly due to design over development) he never really grew on me as a character.

Rain. A Purple Ninja... I honestly say I couldn't care less for a character.

Dairou. I'm all for a different look for a character, but everytime I look at Dairou I think: meh, he just looks dull.

Mavado. I didn't like the whole grappling hook gimmick.

Darrius. I don't know why, he was just boring.

Jarek. When you start out life as the reskin of Kano, Its not a good start.

Reiko. When you start out life as the reskin of Noob Saibot, its not a good start. (Havik doesn't count) But he does look cool in MK:A. And he has a japanese girls name. (Hotaru gets away with it)

Li Mei. She never looked that interesting to me. I remember the old MK5.org days and newbies would start of with: Li Mei = Mileena. And I would chuckle with a little quip: "I suppose they have plastic surgeons in Outworld then?" I wish they did... A waste of a character slot in MK: D. Why not Sareena, Sektor or Khameleon? Hell I would take even Mavado again.

Shinnok. considering he was a fallen elder god why does he look so...boring. A mismach of primary colours.

Chameleon. Why? Its not like there isn't enough ninjas already? Why not actually make Chameleon, Khameleon? That would have been a nice shock that one. (Not unlike in the first Metroid)

Kai: I love his ending. Raiden: So whats next for you Kai? Kai: I don't know explore I guess. Just such a dull character. But he does look cool in MK:A

the worst characters ever made is a easy question. MOTARO and Johnny CAGE!!! I HATE THEM! Motaro looks like crap in MKA and he beats the *censored* crap outta yuo on UMK3! And Cage is just a Liu-Kang copycat...in MKDA anyway...I forget if he is here...but anyhoo I proved my point!

I actually find the shee idiocy in this thread to be quite amusing.

And to say something relevant: with the exception of Sub-Zero and per-haps Ermac, all ninjas deserve to be eradicated, mutilated, eviscerated and buried beneath the earths third tectonic layer.
