With GTA4 the fun I feel is def taken out, to realistic, same missions over and over again and you get phone calls every second hang out with your cousin.

I'm a major fan of GTAIV, a lot is being exaggerated. The phone calls besides the beginning are never that frequent.
All the core elements that make GTA what it is are in GTAIV.
It actually has a well told story and has an undertone tongue in cheek humor, at least as much as it needs.
As well as a huge world a creative mind can explore and enjoy.

After reading over this thread, some very helpful and funny responses from everyone, thanks so much guys! I've also check out some further reviews and stuff, I'm going to go with Saints Row 2 and just ordered it a bit ago:)
Part of the reason is based on the opinions here, the more zany shenanigans of SR2, and only having the 20 dollars to spend, I can get GTA4 later for the 40 dollars with all the DLC later on.

Also glad to see that you enjoyed my initial post. I think you will enjoy the game a lot. The DLC missions for Saints Row aren't much but I also enjoyed playing them a ton.

You should play the first Saints Row so you know what's going on. But that's my 2 cents. SR2 is somewhat easy. Beat it like 3-4 times

So, with that said, you might as well just play GTA IV, because Saints Row 2 is the exact same thing, only crappier looking, and it doesn't have Katt Williams in it.

Well that's the magical thing.
Katt Williams can be in it. And so can anyone else you can think of.
That would be called character creation.
Hell, if I put enough work into it, I could probably make my car in SR2 look like Katt Williams.
If I wan't story or wan't to explore a large very realistic landscape, GTAIV
If I wan't fun and to goof off, and explore a less realistic and detailed landscape, but still do loads more of stuff while I'm exploring, SR2.
Plus, in SR 2, death is goofy.
In GTAIV, it's waaaay to story driven and about the character, that when I aim my gun at a defensless hooker, I feel bad and let her go.
You'd be better off playing both, and shutting the fuck up and enjoying them equally.
