Not to mention he said he's from Korea, and that it's a Doshin project, and if my limited knowledge of Japanese is correct (they have their similarities, people :P), then it's similar to a Doujinshi circle. Doujinshi's are fancreated manga (comics) that are perfectly legal over in Japan (and I'm assuming Korea). My guessing would be that they accept donations but otherwise their products are free to the general public. And, it's how many big name comic artists got their start over there.

I don't think that anything coule be done about the look of the characters, but if the game was called 'Mortal Kombat' which is a trademarked name from Midway, and the characters were called 'Sonya Blade' Johnny Cage, etc then they are also trademarks to Midway.
They cannot be used.
It's similar to the whole Windows/Lindows saga going on at the moment. Except that it's a little different because it's not identical in the naming.
Microsoft are winning that court case and Lindows is not allowed to be distributed in certain countries.
That may be off topic a little, but it does show that trademarks are not allowed to be used.
If this person changed the title of the game, and the character names were changed I'm sure there wouldn't be any problem at all.

I believe that doujinshi is technically only legal if the original company is a Japanese-based company. But that is because Japanese companies are not litigation friendly. Nintendo does tend to crack down on doujinshi so they may be one Japanese company that are an exception.
In this case it is Midway, a US company.
If this person is from Korea, then the laws do not protect him.
I don't really want to argue this with you or anyone else. I am just stating what copyright and trademark laws state themselves. The legalities of it could work either way if it did go that far anyhow.

But the copyright and trademark law can lead into huge battles in court.
It really is a touchy issue, and something that only Midway could take further depending on whether they see that it could effect the MK franchise in a negative way.

I made that guy by design(Sub-Zeros are strikingly similar to other Sub-Zeros, do you know MKI Sub-Zero ending?)
Clone-like-ninjas had a story... the fate of Lin-Kuei. It's the next point for Sub-Zero juniors.
And... first look of Li mei, ppl don't think she can't fit MK series.
