I've seen way too many douche people driving high end cars (Mercedes) while talking on the phone, and there always drifting all over the road, into the next lane (on the highways). Their not paying attention at all while driving, because they know no one will want to hit them, because your average Joe will be paying out his nose if he was to get into an accident with the asshole.

People should not not be on the phone, texting, listening to headphone (I've seen it) while driving at all. Either use a hands free headset, or pull over to talk on the phone. Your just asking to get into an accident.

I hate it. And I hate when I see people on the phone in other cars I'm driving by. But sometimes I know I see people pick up the phone and say what's up and then say like "I have to go I'm driving." It's at most a minute conversation. That isn't the worst. But literally everybody I know text messages while driving.
