It's one, and it [doesn't] automatically activate upon filling up (fortunately. Glad I misread). What the fuck are you gonna do to avoid six seconds of a rage-induced player? Hop up and down and hope a projectile doesn't hit you? That's retarded. Six seconds is more than enough time to be caught and end the match. Period.
You also forget that combo breakers consume the meter as well so you have to actually let the meter fill up without breaking. It will balance itself out.
