Batman started a global organisation called Batman Inc. It's basically a group of people who ally themselves with Batman and his war on crime, by becoming a Batman-like hero in their own city. Batwing is actually David Zavimbe, an african police officer who wants to protect his city of Tinasha.

While I don't read the comic, I do like his costume. So if this is going to be an alternate costume of some sorts, I'm all for it.
