Any time anyone says anything like this (comparing graphics of something current to an older console), I've got to wonder if that person has ever seen anything on that console.
Late PS2 or Xbox? Maybe. Early PS3 or 360 is closer. PS1, though... not a chance.

OK. Maybe I bit exagarated that. This face looks like it came from bad CGI video made somewhere in the end of 90s. Better? =)
Anyway, it doesn't change the fact that this graphics looks like shit for the game released in 2013. Which is quite baffling, after MK9.

Someone pointed out this article with Boon from Game Informer - Boon, Injustice article. Interesting too note that Boon states there are over 100 skins between the pre-order bonuses, in game, and ONES YOU CAN BUY.
So NRS is planning to charge for some of these skins, it's just not known which ones. They stated on Facebook that Flashpoint Batman will be free with the capability pack. I assume all Flashpoint skins will be free as an incentive to get players to download the capability packs for the DLC.

In terms of costumes, there's a lot to pull from, the pre-order bonuses, collector's edition, etc. Is the plan to include costumes with each of the DLC characters?
Yes. This game has literally over 100 costumes between pre-order stuff, the ones you can buy, and the ones packed in the game...

If it turns out like MK9, I would expect the pre-order bonus pack to be released between the last week in May and the 2nd week of June.
Well, from the facebook comments I've read, it seems that Flashpoint Batman is the free skin with the compatibility patch. Now they also said that those 3 outfits we saw over the past days (which I found weird, because they teased 4, but they clearly said 3) will also be released on the 7th. Note that, while thye clearly said Flashpoint Batman is free, they made no such comment on the other costumes. So if I have to guess, we have a 'to pay for' costume pack coming up on tuesday.

That was my inclination as well.
Also I figure based on the article and the known skins for the game, there are currently between 77-101 skins in the game (including these new skins that have just been announced). I'm not sure how to count the Zombie mode skins as I don't have it and don't really know how they work.

I thought it was just missions in starlabs, but I wasn't sure if it also added zombie skins for each character use in the normal part of the game as well.

You turn the zombie mode on in gameplay settings, it just makes everyone look like Zombies like in Mortal Kombat
