You need to download two file.:
GIMP for Windows
GTK+ 2 Runtime Environment
Those can be found here.
After you download them you need to install the GTK+ 2 Runtime Environment first, then can you install GIMP.

I may seem like I know lots about the Gimp but truth is I don't I want to know why people use c4ds how to make them and how to put it in a sig and make it look professional.

Most people tend to use c4ds in order to add more "appeal" to their signatures. The best way to make them look good and blend better with the sig is to locate a c4d that tends to agree with the colors of the render within the actual signature. I don't know how to actually make a c4d but when I was curious about where to locate some c4ds a while ago, people referred me to go HERE TO PLANETRENDERS because they have a lot of c4ds that you can download and add to your sigs. When you've downloaded the desired c4d, simply treat it like a render within your signature, play around with the opacity and visual properties of it just like you would a render, and after a while of toggling around with the c4d you will get it to look fine.
There are many gimp tutorials in Deviantart.com as well, just Click here to view them or you can go on deviantart.com and click Categories>Resources>Tutorials>Application Reference>The Gimp. There are a few C4D tuts too
I just got done downloading GIMP, and when I try to open it, a message comes up that says "out of memory" . I'm not out of memory, I've cleared out about 30-40 MBs and I deleted my recycle bin, but no luck, still the same message. I downloaded the install thing for Windows 98, but it says it isn't a Win38 file, or something like that. Can someone please help me, because I'm really eager now after reading Cosmo's tutorial.

Click "Save As" and then give it a file name and a file extention. Such as MySampleSig.jpg I prefer to save them as a jpg extention because it's the most detailed extention besides png, so it gets all of the detail without making the file size super huge. If you're talking about being able to go back and edit your sig, including layers and stuff like that, or text or the renders you have placed in the sig, then you have to save the sig as either .xcf or .psd XCF is the gimp format that remembers your layers and the layer attributes while PSD is the photoshop extention that remembers layers and attributes. GIMP can open PSD files except that it doesn't remember the opacity of the renders, otherwise everything else is fine. I don't know if any of that answered your questions, because I assumed you either couldn't save your texts in order to upload them, or you couldn't save them in the way that would allow you to edit them later, so I answered it for both. Hope that helps!
... I just downloaded the Swirl Brush from Deviant Art. Now, i want it to brush on signature size. Everytime i open a brush, it's at least 400 x 400 or 500 x 500. I want it to be signature size, such as 400 x 150... or, 350 x 100. I would like to know how to stop this from being 500 x 500 or whatever, so i can make sigs. Or, how i use the gimp brushes on my sig. If anyone teaches me how to, it would be a great help!!! THANKS!
