Without anything being 100% confirmed, I am guessing this is, yes. The other guy might be a Hanzo as a kid, but I can see why people would think he is a new guy, due to his darker skintone and the big lips. But some Asians can have that too, without being of African descent. And the reason I am guessing the young kid could be Hanzo as well is due to the similarities of the two, dressing the same, having the same hairline, the same physical shape...
It is just speculation, but due to these observations, I doubt it's a completely new guy.
