Well I imagine the reason they went with Rain instead of Tremor during the early stages of Trilogy, when he almost made it in, was because orange/brown looks too similar to Scorpion.

But the most likely reason he hasn't been seen since Special Forces is the game was so bad they decided to strike it from the canon and never mention anything from it again.
(This is where Mick shows up again to insist like he always does that Jax vs Kano for the Eye of Shitian totally happened and that MK2 wasn't the first time the Special Forces ever heard of Outworld.)
