FWIW, it's pretty safe to assume there will be *some* weather/water explanation for the move in this game. But, having monitored the "Rain Pulse" on this forum for months, that is *definitely* his most wanted "klassic" move, so you can bet it will return in some fashion. The tornado thing I mentioned seems like one of the more plausible explanations for that effect... it should definitely involve wind, not portals, IMO.

As mentioned before, Rain's never been one for making portals.
