Whoa, It tells me his Babality and everything i didnt even do it! (i havent tested but here they are)

That seems to be universal.
The only people who have him are folks that didn't have a season pass.
I guess you'll have to wait, like me

He's a very interesting character... He's very... Hard to use. I'm not sure about him yet, but he is most certainly awesome.

I have the Season Pass and I have him. Just exit the in-game store, wait a few seconds and reenter. The game just needs to be given some time to recognize that you in fact have the SP before it'll list him for 0 MSP. It happened to me for Kenshi, and that's all it took.

I'm not sure what the H20 boost does... it doesnt seem like he moves faster or regains health...but I think it makes his attacks slightly more powerful...he has a yellowish glow with the normal and a purple glow with enhanced

Damage boost and makes you unable to block.

The Aqua Splash animation is way too dinky looking. There's no way that could hurt.
