Holy shit, I was reminded of him too when no one is near him as he performs it. It looks just like it!
Sadly, Rain not having a low hit combo starter and the necessity to use meter to make some of his specials more effective... Not feeling his gameplay.

You can, it's just a little tricky.
Press Start on any character that has multiple costumes, and then press Start again for their P2 colors. Then cancel that character and go pick Rain (or CSZ, Skarlet, or Kenshi) with the Start button and they will have their P2 colors.
For Ladder or Training mode this is no problem since ladder has you pick the difficulty after your characters (so just press B or Circle then) and training has you pick your target dummy so you can cancel then.
When playing multiplayer, it's more annoying because you have to quickly pick and cancel a character before your opponent confirms their character, and then you can pick CSZ or a DLC character with Start for their P2.

On a side-note, Kitana's MKII P2 color-
it *sucks* that it's not the silver color it was then
However, it *rules* that it's the color P1 actually was,
much closer than the P1 version, IMO. Glad for that, at least!
EDIT: Interesting- you can charge the Roundhouse!
It doesn't change the damage on the normal version, but the EX version gets the armor seen in the video.
Also, I found a 25% combo with his specials even n00bs can do-
Jumping 2, 2 Lightning, Roundhouse, (Uppercut/Geyser Kick)
And to put that in X-Ray form (43%)-
Jumping 2, 2, Lightning, Roundhouse, X-Ray, (Uppercut/Geyser Kick)
Just doing initial tests, it would seem that damage scaling does *not* favor our friend Rain- the Bubble does 0% damage (unless it's Enhanced), and the Lightning only does 3%, non-EX. Adding these moves to your combos just "waters them down," har har.

Yep, I am too. Not sure if it's possible. You *can* hit with the lightning first and follow with the Roundhouse (as long as you haven't already used the lightning).
Yeah, I thought that back in MKT. But I like the Lightning better, since you can see its hitbox

I wasn't hoping for the most user-friendly character of the bunch,
I was hoping for someone with flashy combos straight outta MKT,
and that's more or less what I got (and BETTER!)

He has (now almost) *NOTHING* in common with Rain,
aside from both having been labeled as "joke" characters,

Enhanced H20, jump forward 1, 4,3, lightning, 4,3 roundhouse, 4,3 enhanced jet spray.
Another combo I managed to pull off was the same as above, but instead of the jet spray, I used his xray and followed up with a geyser kick. 15 hits and 78% damage, but can only be done with infinite meter.
A nifty little thing I noticed is that he'll glow completely purple from head to toe if you use his enhanced lightning during his enhanced H20 :)

That trick is indeed nifty- I just tried it, and you can do it after using the regular H20, but it doesn't last as long
That combo sounds amazing- I shall have to practice it. Many Thanks!

For extra flair, you can substitute the Geyser Kick for the Uppercut-
they do the same damage.
