Klassic Pack #3: UMK3 Smoke, Noob, Ermac, Reptile, Scorpion & Sub-Zero (w/ Masks)
No the classic packs do NOT have to be the same price as the first one, or include the same number of costumes. Games do this all the time. DLC packs don't always have to "match" the format of the previous one.
Cyber Smoke and Sub-Zero may or may not be included in one of those (most likely 2, if either)
Rain and Skarlet might be included if we're damn lucky, but doesn't seem as likely.
As I said in the first line... this is just a guess.

Razor convinced me that Sub-Zero's MK3 costume should be in this game. And now that we have a clear picture of what his unmasked costume looks like... I'm not sure if I really like this.
Don't get me wrong, I think it's an awesome costume, and it's cool that we get to see another unmasked Sub-Zero costume, but if they were heading towards the direction of MK3, I wished that they actually did that costume instead of altering it with an undershirt.

Though I like that we finally have an outfit of Sub-Zero without his mask on (he better have a scar o.O)
I wish they had stayed true to the outfit he wore in MK3 which included no undershirt and the new "Ninja Suspenders’" (not really sure how else I could describe his outfit...)

Sub-Zero is okay, very disappointed at Freddy. I wish they'd release some of the Challenge Tower fighters and skins for characters. It would be cool to have Cyber Reptile, Unit 5, and the Cyborg. I'd love to be able to play as bosses too. In Trilogy you could yet their damage was toned down if you were playing them. Make them like that and make it so they are offline exclusives maybe. Here is what I'd like to see if possible for DLC packs if any more will be released:

I tried to explain to lots of people in three or four other threads that this was the reason we'd never see MK3 Sonya, or any other 1-Off costume, as a freebie, but many continued to fail at grasping the concept.
Consiquently, this is also exactly why Sub-Zero is in his UMK3 ninja costume from the neck down, and not his "proper" unmasked outfit. Still one model. Still one model's worth of development time. Still a model they can make money on. Sub merely has the cowl removed.

ya.. i think Klassic Skins Pack #2 should NOT be palette swaps..... or at least not JUST palette swaps....so is this next compatibilty pack going to have MK3 Subzero and Cyborg Smoke?? b/c if so then klassic skins pack 2 is going to have MK2 Mileena then right...and maybe a couple more palette swaps...but idk...I"m really hoping they at least throw in MK3 Sonya
