I personally think they look like Jax tied to a chair and Sonya strung up in back, but at the end of the day they're blurry. And not just "low resolution blurry" like the other pics, these ones are deliberately blurry background decoration... so really... it's anyone's guess.

i think its just a random black dragon thug. its inside their base unlike the others. black dragon should be kanos bar lol. special forces is too but that looks more like a weapon warehouse.
