I think you're a little confused here. Story progression and proper character development is NOT the same thing as the main narrative's conclusion. Also, a ton of people here and in the fandom care about story progression and character development. It's the entire reason there was a movie, television show, web series, comic books....

I just want my favorite kharakters to be playable, at the end of the day.
And I want them to look very badasss.
Kharakter development is the least of my concerns, personally.

I'll take a bite at this.
Reptile's story never changes, true. At least for Scorpion, they tried different things. For a while, they tried there being no bad blood between him and Sub-Zero. Then they tried him being the Champion of the Elder Gods only for him to go full vengeance mode again. Reptile has always just been a lonely henchman. The one time he actually could've been interesting, they morph him into a separate character completely and he acts as a host. Even in Deadly Alliance, he comes into contact with Nitara, finds Kahn dead and there's a part where after Kahn's death he just "wanders aimlessly." Seriously, the fuck? Cyrax, lacking a leader to follow, wandered aimlessly in the desert until the Special Forces picked him up. Exact same thing with Reptile and Nitara. Over the span of four (original timeline) game appearances, the most progression Cyrax ever got was getting his free will back when he switched to the Special Forces, and the whole rest of the time he was a henchman for somebody (Lin Kuei, Nitara). I'm not sure I've ever heard anyone complain about his story, though.
While it's true that Onaga technically replaced Reptile's character in MKD, don't forget that Onaga could not fulfill that prophecy without Reptile. Reptile is one of the most important characters -- and is, indeed, the final boss -- of that game. And the developers said that they had been planning that move for some time with Reptile's "de-evolutions" since MK4. They weren't making this shit up on the fly. They had actual long-term plans for Reptile, which is something that can't really be said for sure about most of the cast.
And the things that happened to him in Armageddon were not hearsay. He was in the story mode. His blood helped create the Red Dragons that Taven fights. He even gets his own freaking arena for it!
The main point of my argument is that Reptile, for some reason, falls into a very small group of classic characters that a lot of people gripe about for having a weak story, when not nearly as many people gripe about other classic characters (Johnny Cage, Sonya, Jax, Jade, Kung Lao, Cyrax, maybe others) who have even weaker stories.

Anyways, this is an excellent design for Reptile, probably my favorite. (BTW does anyone know where I can find a render of him?)
I am interested in seeing his different variations, it probably is the skin as you guys have mentioned, I don't see anything else to indicate it.

I he has a (Evolved)spiked tail variation where he is evolved with a spiked roll and tail moves. He could fight like Riptor from Killer Instinct.

Let me start of by saying i'm beyond exstatic with Reptile's design and costume this time around
His look this time around is absolutely top notch, my only gripe as others have stated is how tall the back of his head is but this is a minor gripe.
His moveset...ohhhhh boy his moveset....THAT SHIT IS HYPE AS FUCK! Classic moves, Pop up kicks, elbow dashes, you name it's back or making a new appearance I have no complains what's so ever regarding his moves even his X-ray is different enough to me.
I'm glad he can finally speak as opposed to being a goon without a voicebox though he is probably still just a goon

Another thing I like is the bubbling of the opponents face after Reptile spits his acid in the fatality. That is something I wanted to see for a long time.

The tongue grab throw is when holding the away direction and grabbing.
The puke grab, MKX features (some?) characters now having air grabs during combos.
