Yes, I'd like to see Cyrax return. They made him so much better compared to how he was in MK: Armageddon. Having said that, I do have to wonder where he, Sektor, and the rest of the Lin Kuei will fit into the (likely) story. Perhaps in the next game, we'll see him transition into a good guy.
I'm not clear if this is simply a "do you want the character to return" based on feels or if you think it'll make sense in the story. See I'm conflicted because I like Cyrax the character (really the whole Lin Kuei plot) , thought he was cheap as hell with his resets in MK9, and am unclear on who/what'll reactivate him in MK10.

There are some users who want the said character back based on their feelings, others for story purposes. It could be either or really.

since Cyrax WAS in MKG and MKDA the timeline suggests it would be ok. I say yes because he's been my favourite cyber-niinja for a while and the story could really use a progression with both him and Sektor. I feel it was left too open-ended for them at the end of MK9

Okay, as much as everyone did NOT like this character, I actually think he could make a possible return if given the chance to. I'm going to believe that the Netherealm is going to make a lot of appearances in the next game, so let's see him return with a reason. We know that there's going to be an army of evil going after everything, so he could potentially return to help with that army. It's a stretch but I'm going to say yes.

I definitely want to see Drahmin in the next game. He can easily fit well into the story, and I'd like to see more exploration on his character and backstory. He just needs some redesigning in terms of looks and gameplay.

Not because I like him, but I think from a gameplay standpoint he could be very fun to use. His juggling ability will make a fun character. I can totally see his Rising Uppercut being the perfect combo ender.

Did Drahmin ever do anything meaningful or relevant? I'm honestly asking because I've forgotten. I feel like I can rationalize any character as a "yes" when I start doing the whole "hypothetically he could be improved" or "maybe if they re-work the story." So...I'm just going by my initital impressions and from what I remember and that's a no.
Score breakdown for me:
Concept - Zombie Oni demon guy thing - Yes
Aesthetics - I like the Oni/Noh mask but everything else seems pretty bland - No

Meaningful/relevancy wise, Drahmin and Moloch were the ones who chucked Scorpion into the soulnado which ended up leading to his becoming the Champion of the Elder Gods....Pretty much it. Regardless, he gets a yes from me......Just, for the love of Sheba, give him pants this time.
