I always thought characters should come back based on their popularity, their special moves and their originality.
So I've come up with two lists: charcters who should be in MK7 and those who shouldn't. This first list is just for those characters that we can actually play in MK7 and NOT non-playable bosses:

1. Sub-Zero--He's got the Freeze and has been in every MK in some form or another.
2. Scorpion--He's got the Spear, which has been a move in every MK game.
3. Cyrax--Was hugely popular in MK3 when he had the Net to rival Scorpion's Spear.
4. Sektor--The homing missile was awesome in MK3--as was the Teleporting Uppercut move.
5. Sonya--Has the Scissors Grab and the new "Kiss of Death" move from MK:DA. he's missed only two MK games--MK2 and MKD, which elads me to believe she's the most popular female MK warrior other than Kitana.
6. Sindel-She has the Scream, which was widely popular in MK3. And the long white hair, which gives her that witchy sorceress-like look that nobody else has.
7. Drahmin--Probably the most unique-looking character from MK:DA with the flies and the veins showing through his muscle tissue.
8. Jade--Has the ability to be immune to projectile attacks which, other than Sub-Zero's Freeze and Scorpion's Spear, makes her arguably one of the most original characters in the whole series.
9. Liu Kang--Always been popular with his Flying Kick and Bicycle Kick and the central focus on much of the original Mortal Komat tournament.
10. Rayden--He's been the ultimate overseer over the entire Mortal Kombat tournament since much of the beginning.
11. Johnny Cage--He's always been popular among the Earth Warriors and his classic Shadow Kick move seems to enver go away, whether he has it or it's temporarily given to other warriors in his absence.
12. Kabal--The Tornado Spin was one of the best new moves in MK3 that made this guy a keeper forever.
13. Kitana--The Fan Lift/Fan Throw combo possibilities made her popular in MK2 and beyond. Has connections to several central characters in the sotryline--Liu Kang, Shao Kahn, and Sindel to name a few.
14. Ermac--The original owner of the Telekinetic Slam move made him popular.
15. Quan Chi--I've always liked the idea of sorcerers in the MK universe, and there's only been a few--him, Shang Tsung, Shinnok, and Shao Kahn. Quan Chi always brings that magical/mystical aura about him into the fold.
16. Shinnok--In MKD, we saw the possibility of a character having everyone else's moves in the game without having to worry about the character transforming on the next generation consoles. And since he had this natural ability in MK4, he would be a perfect fit.
17. Li Mei--She reminds me of Liu Kang--having that aura of a great martial arts leader/hero and having a set of popular special mvoes, like the Flying Punches, the Cartwheel Kick, and the Flip Kick. She's an all-around balanced fighter.
18. Tanya--If she was a rip-off of Kitana, I certainly didn't see it with her. She has a nice mix of moves--only needs her Boomerang back.
19. Baraka--He was a different kind of fighter in the MK roster with his savage blades and rage, and I'm glad he came back in MKD. MK needs more warriors of his calibur.
20. Hsu Hao--The Red Dragon rival clan story seems interesting, and he should be the head of it, and not Mavado, who I believe was a substitute for Kabal. Hsu Hao seems to be that big bulky WCW kinda fighter that adds that different dimension to the fighting roster and serves as a good rival for Jax.
21. Noob Saibot--Although he's been a hidden character much of his MK time, it's time he finally breaks the restraints and become his own character. There's still so much unsolved mystery with this guy that's waiting to be unleashed. And I've always liked the fact that he's a shadow.....makes him seem like a ghostly character.
22. Goro--Considering how many references to him have been made on and off in previous MK games since his last appearance in the PSX version of MKT, it seems the character won't go away and still has something to prove for the Shokan race. I wouldn't mind seeing another Shokan on the roster since there are none currently. Ive always thought the Shokan were the most original MK characters and sort of help define the MK name.
23. Kano--The mercenary/thug thing is a theme I've also liked about the MK series. And Kano fits that role. The Cannonball move is never going to go away either.
24. Kung Lao--He's always a sidekick of Liu Kang and a prominent figure among the Earth Warriors. And Kung seems to have that uniqueness about him that nobody else has. Maybe it's the hat he wears
25. Jax--He brings that dimension of brute force and strength to the MK roster, and there's not very many of those type of fighters, other than Hsu Hao, Drahmin, Baraka, and the bosses. Since he's in the military and has the cybernetic half-robot thing going, his special move possibilities is always endless. And he has the classic Earthquake move from MK2 that other warriors have copied from him countless times.
26. Havik--Probably the most original new character in MKD, he brings that creepy sorcery feeling to the cast in much the same way Quan Chi does. His bone-breaking, body-twisting moves are also original. And as the lone representative from Chaos Real, storyline possibilities with him are endless.
27. Nitara--Although vampires in the MK universe might seem strange, it was something different and she was original when she made her appearance into MK:DA. And, like Havik, being the only known representative of the unknown Vampire Realm opens the door for future MK storylines.
28. Shao Kahn--I didn't like when he was boss for two games in a row (MK2 and MK3), but he was a good boss with awesome moves and a real emperor's attitude. His comeback would bring that true warrior into the MK roster that seems mostly composed of Ninjas, ex-Ninjas, sorcerers, martial artists and Gods.
29. Moloch--A very formiddable sub-boss in MK:DA. And the most original sub-boss look since MK3's Motaro. And seeing his more humanoid model figure in the Neatherrealm map during Shujinko's Konquest makes it look like he could be transformed into a fighter on the regular cast. Plus, MK could use more savage beasts to compliment the likes of Drahmin, Goro, and Baraka.
30. Reptile--His Invisibility and Force Balls is what made this character all his own in MK2.

Now here are the characters who should NOT be in MK7:
1. Nightwolf--Although he's the only Native American on the MK roster, he wasn't ever all that popular and never seemed to fit the MK storyline. Plus, his Shoulder Slam move was stolen from Shao Kahn and his Lighting Lift from MKD was something that Rayden should've had anyway. His Reflect Sheild should be given to Jade so that she can be the fighter with all of the projectile defending moves.
2. Ashrah--I personally liked her in MKD, but some of her moves were stolen from former characters: the Spin Cycle was Kung Lao's Hat Spin and the Falling Lightning actually belonged to MK4's Kai, which had a similar look to the MK3 Sub-Zero's Falling Ice Showers.
3. Stryker--I think a police cop was a nice fit to the MK roster, but he was never popular, even with the added machine gun. And since MK already has military/police-type fighters on the roster in the names of Sonya and Jax, he really isn't needed.
4. Sheeva--I think she was powerful in MK3, but her Teleport Stomp was stolen from Kintaro and her Ground Stomp was really Jax's Ground Pound move. Other than that, she was not really an original character.
5. Smoke--Even with the connection to the ever-popular Sub-Zero, he's always been an obscure character with nothing much to offer other than moves taken from existing characters. Even the gas thing from MKD had the same effect as Sonya's "Kiss of Death" move from MKD.
6. Kira--A Sonya/Kano combination, she was a good fighter in MKD, but it would've made more sense to just have Sonya and Kano in the game and not a hybrid. She really wasn't a new character and not very interesting.
7. Mavado--With Kabal back, there's no need for another fighter with hookswords, and the rope techniques could be given to Kabal to upgrade his fighting arsenal. Although it would't have to spell the end of the Red Dragon.....
8. Shang Tsung--With his inability to transform, there's no point in bringing back this sorcerer at all.
9. Bo Rai Cho--Nothing against gluttonous martial arts trainers, but he simply doesn't fit into the MK universe. Even with his connections to Kung Lao and Shujinko, he's not really that big of an influence in the MK storyline. Plus, his Ground Stomp is really Jax's Earthwuake move, and his Ground Vomit is really just Sub-Zero's Ice Puddle from MK2.
10. Frost--I liked her in MK:DA, but only because of her combos/fighting styles. She stole some of Sub-Zero's best classic moves and made them her own, which isn't right. Besides, having more than one character in any MK game with virtually the same abilities is something Midway needs to avoid in the future.
11. Kenshi--When he was in MK:DA, he was cool, but somehow, he's lost his coolness (if that's such a word). Perhaps because Ermac, who first has the Telekinetic Slam mvoe, was in MKD also. And having two characters with the same moves is never a good idea in any MK game anyways. And he's not providing much in the way of a storyline for himself or for the rest of the warriors.
12. Darrius--Despite his flashiness and speed and his awesome weapons in MKD, he seemed to steal a lot of people's moves, like Cyrax's Triple Spinning Kick from MK:DA and Johnny Cage's Flipping Air Kick. I woner if he was designed to replace Cage..... I also think he needed a more original look if he's from another realm.
13. Mileena--She's come and gone so many times, and she was a killer fighter back in the days of MK2. But she's always seemed like the lesser version of Kitana and never really seems to provide that warrior/savage force that is needed from the female roster. Her existence in games now only seems to depend upon other characters being in the game.
14. Fujin--In a strange way, he's kinda like an overseer of the whole MK universe himself--right up there with Rayden and such. And he's only been in one MK. But most of his best mvoes were actually taken from other characters--the Whirlwind Spin was Kung Lao's Hat Spin, the Diving Kick was also Kung Lao's, and the Rising Air & Slam was actually Ermac's Telekinetic Slam. Sorry Fujin fans.
15. Reiko--He was a peculiar character in MK4 and never fully understood. His moves were okay, at best, although he stole Kung Lao's Vertical Teleport, Noob/Smoke had the Shurikens projectile in MKD, and Li Mei now has his Flip Kick, which suits her more than it does him anyway. Also, Reiko never had much of a storyline other than being a general to Shinnok, so he's basically just a character that nees to be scrapped altogether.
16. Kintaro--Well, there can only be one Shokan prince, right? I think Goro's connection to Kitana and her realm of Edenia makes him a better candidate than Kintaro, but not to say that Kintaro wasn't popular.
17. Motaro--It's hard to imagine a former sub-boss with the likes of Motaro returning in playable form. Whereas Goro's figure might be ideal for jumping attacks, weapon stances, and other maneuvers, Motaro's figure really isn't. He'd be more suitable as a sub-boss or end boss.
18. Jarek--I'm convinved he was a temporary replacement for Kano in MK4. No point in having two Black Dragon members with the same move sets taking turns making appearances. He should be dropped indefinitely.
19. Chameleon/Khameleon--The seemingly forgotten hidden character from MKT has yet to make a true MK appearance in the regular lineup. But having him/her randomly change moves and move sets during combat and seeing what they DIDN'T go with Shang Tsung and Shujinko suggests this wouldn't happen anytime soon.....
20. Meat--The only character in the entire roster to be a skeleton fighter, but he reminds me strangely of how Drahmin looks, except Drahmin has the Oni mask. He has no real purpose in the game.
21. Mokap--Not that I disliked him in MK:DA but he really seemed like a half copy of Johnny Cage, trying to be the martial arts movie star kinda guy. Only Johnny should have that profile about him.
22. Kobra--Another martial arts fighter who seemed to be trying to take away the fame from Johnny Cage. He even had Johnny's aerial flipping kick move from MK:DA and stole Liu Kang's signature Low Fireball move. And why would a clan that uses knives as weapons have one of its members use Sonya's Kali Sticks? Didn't fit the Black Dragon at all.
23. Dairou--Although I liked the look and makeup of this guy--the ancient warrior-looking types (and MK needs more of these types of fighters), his Backdiving Slam move is enough to ban this guy forever--it was ridiculously hard to avoid and that in itself put human players at a major disadvantage.
24. Hotaru--I liked the look of thi guy as well, but some of his special moves don't make any sense at all and are actually stolen. The Flying Grasshopper Kick is really just Liu Kang's Bicycle Kick and the Ground Fireball is really a bad version of Shang Tsung's Ground Fireballs move from MK3. Plus, the interdimensional police officer story thing is something that Sonya, Jax, and the rest of the Special Forces is already doing anyway--to protect the realms from invasions.
25. Rain--We've never seen him in the regular roster of a regular MK game, and we shouldn't. The Lightining Lift move from UMK3 should actually go to Rayden since he IS the God of Thunder as he keeps saying he is. The Tractor Ball looks fitting in the hands of Ermac, who has the telekinetic powers. And his Teleporting Roundhouse Kick, which involves the power of the wind, would seem to fit Rayden as well. It seems Rain was more of a throw-in, Lin Kuei palette swap than an actual original fighter.
26. Onaga--Someone as powerful as the Dragon King might not be gone forever as everyone thinks, but I can't imagine a boss with as much power as he had being in the control of human players in the regular roster.
27. Blaze--The most interesting of the hidden characters in recent MK games, he sort of reminds me of Noob Saibot with his mysteriousness and how he sort of lingers around waiting to be unleashed. But there's already several fighters who have "fire" moves (Scorpion, Liu Kang, etc.) and another would just be too much.

3. Stryker--I think a police cop was a nice fit to the MK roster, but he was never popular, even with the added machine gun. And since MK already has military/police-type fighters on the roster in the names of Sonya and Jax, he really isn't needed.
4. Sheeva--I think she was powerful in MK3, but her Teleport Stomp was stolen from Kintaro and her Ground Stomp was really Jax's Ground Pound move. Other than that, she was not really an original character.
5. Smoke--Even with the connection to the ever-popular Sub-Zero, he's always been an obscure character with nothing much to offer other than moves taken from existing characters. Even the gas thing from MKD had the same effect as Sonya's "Kiss of Death" move from MKD.
6. Kira--A Sonya/Kano combination, she was a good fighter in MKD, but it would've made more sense to just have Sonya and Kano in the game and not a hybrid. She really wasn't a new character and not very interesting.
7. Mavado--With Kabal back, there's no need for another fighter with hookswords, and the rope techniques could be given to Kabal to upgrade his fighting arsenal. Although it would't have to spell the end of the Red Dragon.....
8. Shang Tsung--With his inability to transform, there's no point in bringing back this sorcerer at all.
9. Bo Rai Cho--Nothing against gluttonous martial arts trainers, but he simply doesn't fit into the MK universe. Even with his connections to Kung Lao and Shujinko, he's not really that big of an influence in the MK storyline. Plus, his Ground Stomp is really Jax's Earthwuake move, and his Ground Vomit is really just Sub-Zero's Ice Puddle from MK2.
10. Frost--I liked her in MK:DA, but only because of her combos/fighting styles. She stole some of Sub-Zero's best classic moves and made them her own, which isn't right. Besides, having more than one character in any MK game with virtually the same abilities is something Midway needs to avoid in the future.
11. Kenshi--When he was in MK:DA, he was cool, but somehow, he's lost his coolness (if that's such a word). Perhaps because Ermac, who first has the Telekinetic Slam mvoe, was in MKD also. And having two characters with the same moves is never a good idea in any MK game anyways. And he's not providing much in the way of a storyline for himself or for the rest of the warriors.
12. Darrius--Despite his flashiness and speed and his awesome weapons in MKD, he seemed to steal a lot of people's moves, like Cyrax's Triple Spinning Kick from MK:DA and Johnny Cage's Flipping Air Kick. I woner if he was designed to replace Cage..... I also think he needed a more original look if he's from another realm.
13. Mileena--She's come and gone so many times, and she was a killer fighter back in the days of MK2. But she's always seemed like the lesser version of Kitana and never really seems to provide that warrior/savage force that is needed from the female roster. Her existence in games now only seems to depend upon other characters being in the game.
14. Fujin--In a strange way, he's kinda like an overseer of the whole MK universe himself--right up there with Rayden and such. And he's only been in one MK. But most of his best mvoes were actually taken from other characters--the Whirlwind Spin was Kung Lao's Hat Spin, the Diving Kick was also Kung Lao's, and the Rising Air & Slam was actually Ermac's Telekinetic Slam. Sorry Fujin fans.
15. Reiko--He was a peculiar character in MK4 and never fully understood. His moves were okay, at best, although he stole Kung Lao's Vertical Teleport, Noob/Smoke had the Shurikens projectile in MKD, and Li Mei now has his Flip Kick, which suits her more than it does him anyway. Also, Reiko never had much of a storyline other than being a general to Shinnok, so he's basically just a character that nees to be scrapped altogether.
16. Kintaro--Well, there can only be one Shokan prince, right? I think Goro's connection to Kitana and her realm of Edenia makes him a better candidate than Kintaro, but not to say that Kintaro wasn't popular.
17. Motaro--It's hard to imagine a former sub-boss with the likes of Motaro returning in playable form. Whereas Goro's figure might be ideal for jumping attacks, weapon stances, and other maneuvers, Motaro's figure really isn't. He'd be more suitable as a sub-boss or end boss.
18. Jarek--I'm convinved he was a temporary replacement for Kano in MK4. No point in having two Black Dragon members with the same move sets taking turns making appearances. He should be dropped indefinitely.
19. Chameleon/Khameleon--The seemingly forgotten hidden character from MKT has yet to make a true MK appearance in the regular lineup. But having him/her randomly change moves and move sets during combat and seeing what they DIDN'T go with Shang Tsung and Shujinko suggests this wouldn't happen anytime soon.....
20. Meat--The only character in the entire roster to be a skeleton fighter, but he reminds me strangely of how Drahmin looks, except Drahmin has the Oni mask. He has no real purpose in the game.
21. Mokap--Not that I disliked him in MK:DA but he really seemed like a half copy of Johnny Cage, trying to be the martial arts movie star kinda guy. Only Johnny should have that profile about him.
22. Kobra--Another martial arts fighter who seemed to be trying to take away the fame from Johnny Cage. He even had Johnny's aerial flipping kick move from MK:DA and stole Liu Kang's signature Low Fireball move. And why would a clan that uses knives as weapons have one of its members use Sonya's Kali Sticks? Didn't fit the Black Dragon at all.
23. Dairou--Although I liked the look and makeup of this guy--the ancient warrior-looking types (and MK needs more of these types of fighters), his Backdiving Slam move is enough to ban this guy forever--it was ridiculously hard to avoid and that in itself put human players at a major disadvantage.
24. Hotaru--I liked the look of thi guy as well, but some of his special moves don't make any sense at all and are actually stolen. The Flying Grasshopper Kick is really just Liu Kang's Bicycle Kick and the Ground Fireball is really a bad version of Shang Tsung's Ground Fireballs move from MK3. Plus, the interdimensional police officer story thing is something that Sonya, Jax, and the rest of the Special Forces is already doing anyway--to protect the realms from invasions.
25. Rain--We've never seen him in the regular roster of a regular MK game, and we shouldn't. The Lightining Lift move from UMK3 should actually go to Rayden since he IS the God of Thunder as he keeps saying he is. The Tractor Ball looks fitting in the hands of Ermac, who has the telekinetic powers. And his Teleporting Roundhouse Kick, which involves the power of the wind, would seem to fit Rayden as well. It seems Rain was more of a throw-in, Lin Kuei palette swap than an actual original fighter.
26. Onaga--Someone as powerful as the Dragon King might not be gone forever as everyone thinks, but I can't imagine a boss with as much power as he had being in the control of human players in the regular roster.
27. Blaze--The most interesting of the hidden characters in recent MK games, he sort of reminds me of Noob Saibot with his mysteriousness and how he sort of lingers around waiting to be unleashed. But there's already several fighters who have "fire" moves (Scorpion, Liu Kang, etc.) and another would just be too much.
