First, let me say that I really can't decide. I like both.

I actually really have come to like Kitana's design, it's such a deviation from anything she's worn before. The materiality of all the eclectic pieces really compliment each other in a way that just works for me. The gold aspects convey her royalty, while the the dark steel elements reflects her current condition post mk9, alluding to a bit of a darker edge than her mk9 predecessor. This is also the first time in quite some time that Kitana sports the bun, but in a much more modern-fantasy kind of way.

Mileena's design also is an evolution in itself. This is the most modest we've seen of her since.. ever? It seems they really want her to come across as a serious threat by adding elements reminiscent of Shao kahn into belt and paints, a nod to "outworld royalty" in contrast to Kitana's "edenian royalty" accents.
She has a bit more armor incorporated into her design than Kitana, but a lot less color and materiality, however the blacks do reinforce her darkside. She also has a lot less polished look, a very battle-esque vibe, from the messy hair and the matte-like color scheme.
