I say the Joker, even though he isn't known for being much of a fighter.

Catwoman probably gets my vote for: having a suitable degree of noteriety; having an established fighting tradition; and being a character with a strong history and characterization that makes the inevitable inclusion of female characters for the sake of diversity a lot more acceptable that more disposable options, like a Supergirl.
Bane would be my fallback, if only because he's another character well identified for his fighting ability. Joker and Two-Face are in the spotlight, but I find it harder to accept fighters stepping up to a martial arts game, than dealing with Superman or Wonder Woman operating within the confines of game mechanics.

Although I would like the Joker in, his inclusion pitted against the various MK characters and other DC heavy-hitters would require a very large leap in suspension of disbelief since he is a character more known for his cunning and tricks than fighting skill and power.
If not the Joker, I would support Catwoman. A character with fighting skills, she's also fairly iconic and can represent the role of femme fatale or villainess for DC.

Bane. He's one of the few DC character's that could actually fit into MK.
Joker's a pansy. Catwoman is annoying. and Mr. Freeze just freezes things with a gun. so the logical choice is Bane.

At least I kept myself from bringing up the inevitable sprawl of Bane supporters, in the continued march of MK fans fixated on characters who had one 'XXTREEEME' moment in the spotlight, in the nineties.

If we have the Batman we have to have the Joker he is his arch enemy I mean just think about it the joker killed his parents. Batman wouldnt have much of a interesting story if it were Bane or cat woman lol the only character that fits in and that batman is always out looking for is the Joker. Also the Joker is in the knew movie the Dark Knight so it would be cool to see them fight each other. Besides all these undeniable points the Joker is the most craziest and extreme D.C char not to mention the most 'Iconic' character in the Batman series. Also the Joker is my favourite character

The Joker
I'd have the Joker, and have his controls be off kilter and his move set entirely random. For example you input a button sequence for a projectile, The Joker would have four different attacks just from that button sequence.
It could be him throwing marbles on the ground, or having acid thrown on the ground. Each of these moves attack certain areas of the opponent but have different effects. Like the acid could have bleeding damage the marbles can immobilize the opponent temporarily and so forth.
What would be really cool is if they include the Joker, they can have the "
Dark Knight" look for him, I feel it would really fit the theme for the game.

Joker...pfftt he's literally a "joke" no pun intended when it comes to fighting, he'd get raped by most MK and DC characters lol
Mr. Freeze, no need with Sub already in there and a much more dominant character that can freeze at that. So, Mr. Freeze, take a back seat
Catwoman, I wouldn't mind seeing but I think Bane would be a better candidate plus she's not really "a villian" all the time, she's more of a neutral(good-bad) character, when someone says villian I think flat out evil, enemy and Catwoman although no angel is definitely not an evil villian.

For me it would come down to Joker or Catwoman, and if I had to just pick one it would be The Joker.
