I've been thinking about this for some time now and I think it is possible that the Elder Gods could have separated Raiden from his desire to save Earthrealm. Think about it. Raiden has always protected Earthrealm and even when The Elder Gods made him one of them he abandoned them to do so. They then saw the oppertunity to seperate his desire to save Earthrealm when he sacrificed himself. As a unforseen side effect "Dark Raiden" was born. Because his desire was too strong. Now a focussed, determined and viscious Raiden roams around and the Raiden we once knew is a Elder God, not interested in the actions of man.
