I think they are both equal. Sub's got his freeze, scorps got his spear. Its pretty tough for me... I d say both....

I'm a huge subby fan so I'll say sub-zero. But it could be argued that they are equal.

In the 2D games and MK4 sub is better.

In MKDA scorpion is better.

It's hard to decide, in the past I think Scorpion was alot stronger than the Sub-Zero who was marked for death from the Lin Kuei..

Scorpion is a hell spawned ninja who was able to yield the fires from hell, as well as a harpoon that he launches from his hand. The Sub-Zero without the amulet would have not stood a chance against him, because even though he is very skilled in martial arts his freezing ability would not be enough to hold the ninja spector down.

Also, look at Scorpion's MK4 ending that ending actually happened. Sub-Zero was beaten by Scorpion but had his life spared because Quan Chi revealed himself and had plans on banishing Scorpion to the netherealm and killing off the weakened Sub-Zero with his own hands. Of course that backfired and both Scorpin and Quan Chi went into the Netherealm where Sub-Zero stayed on Earth.

After MK4 is when Sub-Zero got stronger, and alot stronger might I add. His freezing and martial arts ability increased a great amount while Scorpion was in the netherealm having his sick fun torturing Quan Chi, he might have learned afew new techniques from the Oni mabey... I'm not too sure.

Sub-Zero became wiser, more powerful and skilled in his deadly art. I think Sub-Zero could possibly beat the hell Spector if they fought again. Because the Dragon Amulet he weilds is his key to power and enhances his freezing ability alot. He could possibly extinguish the fires of hell with his Ice blast. But it takes alot to take down Scorpion with his ambition like fire... I don't know who will win but it would be a close fight and a hell of a fight too.
