81 is the cap because you can only reach it when you max out all of your skills to 100. It just seems weird because after level 50 the leveling system changes so that it takes much longer to level up.
I meant the perk system that is tied to the skill sets. Sorry for any confusion.
From what I understand, you can only unlock 80-81 perks, while there are over 200 perks to choose from. Which means if you want to completely change your class/play style halfway through a play through, you run the risk of not being able to unlock all the released perks and benefits of the class if you spent them on other skills.
I'm currently level 26 and had been using a mage/ warrior type character with heavy armor, and smithing. I'm now actually trying to work in archery and stealth skills, and change over to light armor use because they seem to have better perks (and I may even work in alchemy skills later on as well), but I'm running the risk of not getting all the benefits of those those skills, because there isn't enough perks to go around.

Why is that a problem? it prevents OP characters and gives leveling up an overall heightened factor of responsibility.. it actually gives the game a better replayability factor.

While I partly agree about replay-ability, I don't think it makes your character overpowered, since enemies scale as you level up, and I find the game hard enough on normal. Plus considering the amount of time people invest in developing their characters, I don't see why they have to limit perks/special abilities, when each skill is still capable of being maxed out at 100.
I can understand having the race specific bonuses being locked, but I just don't see the point in limiting the skill perks.

Not all enemies are scaled to you via level, many areas are inherently difficult, whereas some are easier.

Because the perks play a larger factor in the game then you might think...
