Well it depends. If you're talking about the half ass Scorpion that we've had from MK4 on, then Ryu. Because Scorpion rushes into any fight and ends up on the losing side.

I'll say Scorpion. it's not because i love MK and hate Street Fighter, nor is it because i like scorpion (actually he is not even one of my favourite mk characters..). but look, Scorpion is a spectre, he controls fire, uses Ninja-To's, has a spear... and Ryu, is just a Karate master, with the ability to use his Kiai as a projectile (Hadouken), and some ridiculous kick atack, shoryuken or whatever it is called. The only Street Fighter character that would stand a chance against Scorpion is Akuma/Gouki. All the others suck

Round 2: Ken versus Liu Kang

Not because he is my favorite character, but he is the Champion of Mortal Kombat. Liu has defeated many opponents in which Ken couldn't even begin to understand how to defeat. And it's very annoying that people choose someone else over Liu Kang because they hate him.

Definately Liu Kang.

Liu's been Mortal Kombat's protagonist from MK1 all the way to MK4 and is still a dangerous warrior these days. Ken, on the other hand, has played second banana to Ryu for the entire Street Fighter series. Also, MK has a lot more magic and devastating powers whereas SF seems to be set in a more realistic world with limited special powers that are balanced so that characters can't just solve all of their problems with brute force. Ryu might be able to put up a pretty even fight with Liu Kang and lose in the end but Ken isn't as good or powerful as Ryu so he stands no chance whatsoever.
